on Cooperation and Coordination of Activities
on Hydrogen Economy Problems and Prospects
1. The High Contracting Parties (the HCP, later on)
2. Hydrogen Economy entering into the life presupposing a wide use of hydrogen as an energy carrier in all spheres of engineering and technology will make possible the solution of all regional and world environmental problems, namely: the greenhouse effect, ozon layer depletion, acid rains, extreme pollution of megalopolises and the like.
3. Wishing to favour the development of Hydrogen Economy, the HCP considers that it is necessary to coordinate their activities and to promote Hydrogen Economy entering into the life by their joint efforts and by all means available.
4. To coordinate their activities the HCP establishes “The Joint Scientific and Coordinational Council on the Prospects of Transition to Hydrogen Economy” (the JSC-Council) on a non-profitable basis. The headquarters of the JSC-Council operates on the base of the DonSTU and DonEPhC. The JSC-Council is under the direction of the co-chairmen, the first leaders of the HCP, the co-founders of the JSC- Council.
5. The concrete stages of the HCP cooperation and the JSC-Council activities are regulated by multi- and bilateral minutes. After being signed, the Minutes become part and parcel of this AGREEMENT.
6. Each of the HCP performs its activities at its own financial resources (unless otherwise specified by a corresponding minute).
6. This AGREEMENT can be joined to by any other organization sharing the aims and tasks of this AGREEMENT.
